Simple - It's a smaller bow clipped on top of a larger bow -
one "stacked" on top of the other for a two color combination!
The Small and Medium Bows are attached to clippies which easily slide thru the ribbon around the middle of a larger bow and hold it in place. The color combinations are endless...

Medium on top of Large

Large White with Medium Blue
Jumbo Apple Green with a Medium Hot Pink
Large Red w/White Stars and a Small Royal Blue
